Flies in chick starter

Picked up some Naturesmart organic chick starter, mainly because what I had was 18% and wanted to go up on the protein. Picked this up at Blain's farm and fleet about 1 week or so ago. After first try the chicks didn't seem to like it, and now that I tried to re-give it to them, as I opened the metal barrel, there was flies and possibly maggots. How is that even possible? Was this feed sitting out for too long, and being in a warm spot (around 90) made these eggs sprout. Will probably take them back to get my money back.

Do you see a mill date on it? Unusual to see flies in feed. Wonder how it was stored at the feed store.

Did feed get wet that's only time I have seen flies or maggots on feed.
