Floating...do they always wobble?

I've got about 12 or so Marans eggs that are in the hatcher, today was day 21. I did a float test on them yesterday, only one moved.
I don't want to toss them, just incase, I'd like to think most will hatch, but I'm losing faith.

Do some just not show obvious signs of movement went floated, or should any that are viable show movement?
 
Well if today was day 21 the hatching should only have started today. Yesterday they should have been in lock down and not being disturbed. Since the incubator should not even be getting opened until day 23 now I am not at all sure what floating them did for your chances. leave them in the incubator for a couple more days and wait.
 
Oh I'm not too worried about ruining their chance of hatching from opening the hatcher...I've pretty much figured out that the risk of opening the hatcher in lockdown is only truly bad once they've pipped, and even worse if they've started zipping. I haven't had any trouble with opening the hatcher before pipping or zipping...and it would be even worse I suppose if one exploded, yuck!
They've been in lockdown since the 18th day.
