Tomato plants are toxic to quail. I don't recommend those. I leave most of my garden plants (except for tomatoes) in the beds when I move them there.

I would avoid the snapdragons to be safe, but it's hard to know what they can eat, since their system is so different from ours. Ancient Greeks and Romans knew that migrating quail could become toxic to humans by eating poisonous plants (coturnism). I have a vinca plant in my aviary which I learned after panting might be toxic. My birds (California valley quail) took a few bites and leave it alone now. Nonetheless, I avoid knowingly planting potentially poisonous plants.

These plants are surviving in my aviary: rosemary, lavender, lemongrass, peppermint (but not mints), breath of heaven, lemon verbena (but trampled), citronella (also trampled), butterfly bush, blueberry, sagebrush, vinca, honeysuckle, jasmine, and butterfly bush. I covered some of them until they grew large enough to be at least partially outside the quails' reach.

This won’t help you right now, but nasturtiums are safe, inexpensive to get as seeds and relatively hard to kill. I grow them in the yard and occasionally cut vines for the quail to play with. If you’re looking for something the quail won’t kill.... how about artificial plants? Or something really big.

Why are you putting the plants in there? If you are doing it for you, then maybe plant them somewhere else you can enjoy. If you are putting the plants in there for your birds to enjoy, then you can’t really dictate how they enjoy the plants lol.
For your chickens look for cheap, safe cover crops like red (or white?) clover or barley or wheat. Mizuna is a cool looking green with cute little yellow flowers that grows very quickly.

Quail are ground dwelling birds and therefore appreciate the plants, for shade, hiding spots and snacks.
