Food bowl is getting burried with bedding..Help!

I was using puppy pads in the brooder and they started ripping them up so now I've switched to a pine bedding. Well, everytime I check on them all their food is dumped out and the bowl is filled with shavings.

Which brings me another question.. If they keep "scratching" their food out of the bowl, do I keep filling it back up or make them peck through the shavings??

I raised both my feeder and waterer up on a shoe box top. That will do for now, but I will probably end up place some type of board in there to be about the same height at the box top. It is helping.
 
Thats a common problem. I propped my feeder up with a pencil box so its out of range of air-born shavings but they can still reach to eat out of it.

I use hay for bedding for older chicks and that problem cease to exist.
