My coop and run are one thing so it's kinda in bothe. Also it rains unexpectedly or days on end so food has to be under the covered part. I have a full time job and I only have my brother for help with the chickens. He won't feed but will let them out or clean out and fill waterers that have to be full and fully available at all times due to the heat where I live.
 
Since my coop is large (10'x12') and has lots of ventilation I keep food and water inside year round. In the winter, however, I also keep a heated waterer outside to avoid filling the coop with warm moist air.
 
Your poll missed one option, food and water both in the coop and in the run.

I have a multigenerational flock (practically always have mature chickens and immature chickens) so I keep food and water in the coop and in the run so they can all eat and drink without conflict. I usually have three food stations and four water stations well spread out.
