For Canadians: Import Measures/Export Requirement from US to Canada

Okay, I got an answer! It's a little longer than I expected, but they assure me this is completely do-able, and happens almost every day.

There are three Canadian agencies involved in the transfer of my USA duck eggs to a Canadian purchaser.

(1) Global Affairs Canada determines the question of which permits apply. I spoke with Mrs. Ann Marie Broadbent, Senior Trade Officer in Global Affairs Canada (GAC) at 343-203-4350, who gave me all this information. There are no import controls or quotas on duck eggs, so the permit can be issued "on demand." (There are import quotas on broiler and chicken eggs, and those require a special kind of permit, and the total imports are restricted. The same office will determine the permit.) She referred to a rule 04-07-11-91 for this duck egg permit information. However, the permit has to be issued to the Canadian citizen who is ordering the duck eggs, not to me, since I am not a citizen.

(2) Canada Border Service Agency (CBSA) is the agency that will actually issue the permit/customs forms. They will also determine where the duck eggs will enter Canada, based on the sending and receiving addresses. Mrs. Broadbent suggested that the Canadian purchaser call 1-800-OCanada (that is such a cool number!) to get more information.

(3) Agriculture Canada is the agency that will check the eggs at the border, and inspect the copy I send of my NPIP/AI free certificate and the inspection paper for my ducks to verify that the ducks have been inspected and are disease-free. (They probably use the same database I do to look up my NPIP number.)

On my USA side, The US Post Office will need the customs form, but it has to be obtained for me by the Canadian citizen side of the transaction. I am doing this one-off so I don't have a broker, as some of the hatcheries use. I haven't done this yet! If my Canadian purchaser goes through with the purchase, I will post afterwards to let you know how it worked.
