Found budgie in the wild

I was doing some research and your budgie may be older if it is a dark eyed clear mutation. It could also be a double factor spangle. I'm not well versed in budgie genetics and how they work so I can't say for sure which mutation it is.

OK, I kind of skimmed over that, so I might have missed something, but if she isn't a lutino (and obviously not an albino) wouldn't that mean that the cere would have the "mature" colour, or does that colour mutation also affect that? It doesn't look like an adult female cere to me (both out of breeding season and in), and it's certainly not an adult male cere

The only affect would be a DEC male have a pink cere like in Albino. Female ceres do not change.
What about the cere doesn't look mature to you? I'd only be saying that if blue is present.

It looks blue-ish to me. Not pink, not blue. A faded blue is more like it, which is what I'd expect from a young female

Ok, my phone just looks white. That why i asked.

If OP could get another photo of the cere in natural light it would help :) I'm also a little suspicious the eyes might be red but I know that's also something you can only tell in person sometimes 😅
