Freaking out? where are my chicks?

i got this chick from a person & am surprised to these strange round things around the nails... when i got the chicks, they were not in a really clean place... I mean I keep changing their paper towels 3-5 times a day! how can people keep chicks in a dirty place! is this curable? is it harmful? this is an Ayam Cemani chick and i am very worried.

Most likely they are dried feces pellets on the toenails.
 
one batch of chicks is 1.5 month old and the other batch is 3 weeks almost.

Brood separately. They will have different needs especially temperature 90-95 degrees first week and wean by five every 5-7 days till 65-70 degrees then out when fully feathered 4-5 weeks but may keep in brooder till 6-8 weeks as colder season. Hope you have 20% starter, starter grower, or flockraiser since different ages. Grow best on 20% protein. Offer free choice chick grit at 3-4 weeks until 8 weeks then poultry grit. Would also provide sav a chic electrolytes in water for first five days of life then once a week. This gives them a boost. Have fun with new little chicks!

Maybe wash feet with soap and water and retake photo to see if better. Hard to tell because of dirt and poultry manure.

can you post a picture of the ingredients of the chick electrolytes so i can try matching the quantities here in Pakistan, cause i have never heard of this.... Also, can i give them chicken as a protein?? The Brinsea Brooder doesnt have different temperatures... it can only be turned on or off...
