I tried the three ft. high chicken wire with the floppy top, and my birds laughed, and flew over it to the garden.

I had the same result, once they realized they could clear 3' easily. Netting over the top was enough to deter them.

OP's garden is so lovely, I'd want a really nice fence on that if fencing is the option they go with.
 
This is the fence I built around the veggie garden and so far it has been successful.

Hi All,

Since their arrival at a day old, (May 13, 2019) I have allowed my 8 hens to roam the 1 acre property consisting of various perennial gardens, a pool and lawn area as well as a formal vegetable garden. They sleep in a coop at night but do not have a run per se. I am gearing up for the spring and need to keep them out of the veggie garden at the very least. I was thinking of a 3' high fence with hardware cloth. The fence won't be picketed but will have a horizontal wooden frame on top which might encourage roosting.

I know this isn't fool proof but curious if you think this will have any effect? I am loath to create a run because I originally got the hens to scour the yard and eat ticks which are rampant in Eastern Long Island.

Thats actually a great idea, I hope that works though... I bet they will eat those tick roaming around. but about the fence? I think around 4' to 5' will be secure enough.

How long has it been up?
It's pretty low, with a solid top rail, can't imagine it'll keep the chicken out if there's something scrumptious in there to eat.
 
My 50x60' veg garden is surrounded by a 4' tall welded wire fence. It's held up by steel posts. The ladies stay out ... unless I leave the gate open!
Oh, and I bought netting to add to the top of the fence, but will use it to cover my blueberry bushes!

It is incredible how the birds no exactly when the blueberries are ripe.
