Another thing we're missing here is you said she had teets that hang which means she probably has pups and most likely isn't beening fed properly. This is the owners fault and he needs to be held accountable, for allowing an aggressive dog to run loose and most likely not taking care of his dog properly.
 
How do they expect you to talk to the owner, if his be atch won't let you near the place? It is alright to put a letter in his mailbox IF you have a stamp on it. I am pretty sure, if you affix a letter to the OUTSIDE of the mailbox, that is not breaking any postal rules. I know we always have flyers from some business or another stuck on the box. Doesn't the owner ger fined or a warning for his dog running lose and threatening a police officer. If that was Chicago, he would have shot the dog dead and then talked to the owner.

Dog definitly had teats hanging down , but I am not a huge dog person, even though I have this shepard. I know very little about breeding dogs and mine is fixed. But these teats hang down a good 2-3 inches but don't look full.

Cop did NOT ask owner about puppies but did say she was skinny and that was perhaps why she was aggressive when I tried to go over because of possible puppies.
 
Depending on your pellet gun, better qualities equate to 22 lr with 10 pumps. Yeah, that's enough to kill if your a good shot. Have to hit the head or heart. Being so small a projectile it'd just collapse a lung...much more humane to use larger caliber, even a 22 would cause suffering if not well placed.

Then just a few pumps on a pellet gun smarts a lot and trains dogs not to venture on your property with mischief in mind . Much like an electric fence but with more satisfaction of seeing a dog "stung" in the butt by your own hands. I think it inhumane not to have a trianed animal.
 
I would most definitely kill that dog however I could. Using a baseball bat or shovel would give the most satisfaction but I can see how that might not be an option.

But I can't help but wonder: How did it get in there? Did it climb the chain link fence (yes, I've seen dogs climb them) or jump it or what?

You don't really have to say anything to the dog owner. I'm also skeptical he plans to pay you; if he does, fine, if not, it's up to you whether you approach him again for the money or not. Personally I wouldn't bother because the hassle would not be worth it to me, and likely wouldn't net me any money anyway, unless I REALLY wanted hassles and went to court, etc. As for talking to him any more about leash laws, they were your pets, etc., to me it would be a waste of breath and not worth it. If you're supposed to send him a bill, make a copy of it then mail it to him. Certified.

Can't help you with guns. When I need one I call my son, he brings me what I need, we go over the safety etc., then I shoot. I'm a good shot but know little about the different kinds of guns. Sometimes I keep a shotgun around, as when fox were getting my chickens.

Another case of, shoot the owner, oops that's illegal, shoot the dog instead. So sad.
