Frizzle thread

I'm not sure if Flo will be a Frizzle or not. But I found this term and thread when I searched for curled feathers. Flo is much smaller, developing slower then her broodmate (?) Kamran. Her feathers are curling out although it is still hard to see in this picture. Do you think she is a Frizzle?

I have a question re: breeding frizzles.
I have some frizzle eggs incubating, I know I will get a percentage of frizzles and smooth frizzles which I will call splits??, can I breed the smooth split frizzle to a frizzle and be ok ?? I'm thinking kind of like breeding my split black lav orp to my lav orp ?? Does that make sense??
