Frizzled serama?

This little pullet is about to be 5 weeks old. Her feathers are all over the place. She doesn’t look as frizzled as I’d expect though.

Do you think she’s frizzled or just ratty?

She's just a little more rough with her feathers . Not a frizzle

Not a frizzle, her feathers are just developing a bit messy
