If I'm seeing that right, it looks like Dolly has female-specific feathers but the picture is a little dark. She looks like a pullet anyway from all of those feathers. And beautiful feathers, at that!
Pelican is a cockerel and I'm not sure about the other one.
For sure a cockerel. Don't let the feather's sheen fool you, all black chickens will have a sheen on their feathers no matter their gender because black tends to sheen the most than other colors. I know all of my black chickens have very vibrant sheens. My Rhode Island Red Bantam, Ruby, has red feathers that look practically purple due to the sheer amount of violet sheen.
