Frostbite on legs?

Here is what a healty foot and leg look like. Notice that the entire foot and leg have scales:

Now compare to your hen:

Your hen is missing many scales, several scales are "lifted", and this is most likely from scaley leg mites. It's very mild, and it's treatable. It's also very common, so it doesn't mean you're a bad chicken owner.

Soak feet in warm water, clean off black stuff and post new pictures.

thank you so much! those pictures were very helpful. should i put any soap in the water? i tried cutting them shorter, and one of them bled. should i still cut them?

You're welcome! I usually don't put soap in the water but you can use a regular dish soap in the water. Do not use any soaps that say "antibacterial" because they may contain phenols which can be toxic to birds.
