It has been so cold ( in the single digits outside) my younger quail stopped laying because of the cold and my older quail are laying regularly. These past few days the eggs have been FROZEN and cracked and having to them to are dog. Do you think my younger quail will start laying again once it starts to warm up?
 
Egg laying normally has more to do with the length of daylight hours, not cold. That's not to say a cold snap can't cause stress, which would stop egg laying. So your hens may resume laying after the cold or they may start up again when you get closer to 14 hours of daylight.

I don't offer additional light and mine haven't laid since early November, except for a couple odd eggs here and there that I just toss over my fence for the squirrels.
