Yes that does look like severe fostbite on the toes. If you can go back to post 11, there are some good links to read on how to treat frostbite. I would bring her inside in a dog crate on a soft towel, and soak her feet in soapy or Epsom salts water for 15-20 minutes. Do not massage or rub. Use some Betadine or Vetericyn on her legs after they dry.
