The only raised scales I see are at the joint area where the foot bends to accommodate standing. I agree as the rooster ages, those scales in that area will be less elastic and less able to return to their normal flat position. Bend his foot up into a right angle to his leg and see how the scales conform perfectly to the bend. I think he's just fine and received a complimentary pedicure.
