Fused tendon?

Ok, last year my state got hit with a hurricane and a large stick injured one of my roosters. Well he got better and was able to stand. Couple months later he was limping again and has continued too. Someone said it looked like a fused tendon, but I want your guys opinion on this matter. He is a bit wet since he just got out of the bath.
