I may just pass because it would cost a lot of money to get a vet check and find out that he has health issues.

The last person I knew who bought a gorgeous 11 year old purebred Arabian mare and figured he didn't need a vet check first, ended up with a 22 year old purebred Arabian who couldn't be bred, and had arthritis so bad she had to be lifted with a hoist if she laid down, but was so stoned on pain killers when he went to see her that he didn't notice.
 
I'm not a Quarter horse person, so my comments may not fit with your preferences.
He's extremely sickle hocked, has a very long back (quarter horse style), slightly back at his knees, and small joints. Difficult to see him as an athlete, but maybe as a pleasure horse. A sweet face, and hopefully nice personality. Small (quarter horse) feet. Upside down neck, but he's very thin and not ridden, so not muscled as it could be.
A vet check pays off! Horses are easy to buy, and hard to sell, in my experience.

I meant pass on the horse. Not the vet check.
 
He seems quite thin, but not dangerously thin. His coat seems healthy and he seems well-kept otherwise. I would definitely look into it more. You don’t want to bring stuff to your herd or have a problem horse.
 
You could ask about his worming and vaccination history, and who's his veterinarian. Then call the vet! His last dental? Who knows, maybe he's had good care, or not. It's helpful information, at least.

I'm not sure I want a mare though.
Some of them get really temperamental.
