Gender?

6-7 weeks old.

I can't even really tell them apart yet. One seems to maybe have slightly fuller neck feathers (hackles?) than the other.

Fingers crossed!
Sometimes they run up to each other and stretch their necks, fluffing up their feathers. That seems masculine behavior to me.

That could be or it could be pecking order aka establishing dominance..

Those appear to be pullets. The aggressive behavior is just as common in hens as it is in roosters. It's establishing dominance.
