Genetic Problem or Behavior

I am questioning whether my cockerel truly has wry tail or if it is just a behavior quark. He holds his tail off to the side most of the time a hair but, curves it more around older birds or hens he is trying to court. His spine is straight and he poses with his tail straight as well. The only difference between him and his dad, is cockerel's tail has longer and more feathers. I was also wondering if the feathers could be the main problem verses wry tail or behavior.

Thank you for your help as this helps me decide if he is worth trying to show.

I find that shy young cockerels tend to walk around with their tail very low, to show their submission.

However, holding it to the side. ....I would say wry tail, just a mild form, but still a cull.
