This is off topic but, is information that might be useful to anyone on here that has business with the American Consulate in Cebu.
The Director retired and they will not be doing much business until November 20th. We went there this past week to renew our
daughter's passport and were told to go to Manila or come back after Nov. 20th when they will start processing the papers again.

Bummer of a trip.
