IF there are horse farms around, you can get stuff (poo and straw) for free, if you can haul it.

They are a few goat and horse farms that I might be able to pick up their waste.

Well, get some stuff. Make a frame 4 x 4, then mix the bedding/poo, with your sand, rocks, and a bale of peat moss or mushroom compost. Then, plant.
