1 can be the settlers were scouting a new place to live
2 can be specifically hunting the pack
3 could besetting traps for food
4 could be trapping wolves in general
5 could be hunting for food
6 could be hunting for wolves

or one could be tranquilizing and tagging like @LittleBigBantam said. The wolves probably can’t tell the difference between harmful guns and traquilizing guns.

(I personally like the idea of tagging, it give a kind of positive outcome. The wolves would be protected from random settlers that way, since they would probably be in a protected area. So there would would be good (settlers tagging), neutral (settlers scouting) or bad (settler hunting)

(But then why would they have shot Luna with an actual gun?)
