"Yes," Rose replied, unsure why he was asking.

Keith sighed and turned to Rose, "You're not going to like this, but I am the senior vet in the room, and I'm telling you that with things like they are this wolf's chances of survival are slim."

Rose braced herself, taking a deep breath (are the past and present tense the same spelling?), I don't like where this is going...

Keith continued, glad she hadn't yet interupted with objections, "This wolf has a severe infection in his legs. They have to come off, or his chances of survival are next to none."

(I'm still learning English, but I think it depends on the context. 'I breathe a sigh of relief' could be used in a narrative style, while, 'I breathed a sigh of relief,' might be...ahh, never mind. I don't even understand what I'm writing.)

( don’t feel bad, native English speakers don’t know what they are writing half the time either.)
 
Rose was burning with anger inside, "But the wolf will never be able to walk again! He certainly won't be able to go back into the wild! And he won't be able to run or hunt or even function! How could you do that to an animal?"

"Would he be better off dead?" challenged Keith, "The chances of him dying with his legs are 90% the chances of him dying without are more like 10. He'll still have some of the joys of life without his legs, he'll have none if he dies with them on! You're right that he won't be able to return to the wild, but he can be taken care of, APSA (Animal Protection Society of Alaska, I think this animal rescue organization is worthy of a name, let me know if you have a better one, lol, I'm not sure this one's good enough) has the long-term care plans and resources for animals like him. You may not like it, but you'd rather be responsible for the loss of his legs than his death, wouldn't you?"
