I'm in TN where we don't get that much freezing weather, but it's a pain when we do because I've got quail cages with rabbit water bottles that freeze. For my chickens I normally run flat-back buckets for water since I have bantams and regulars ranging from 1-8 pounds. When it's freezing I float a tennis ball in each bucket, and give the quail small bowls/ramikins with a floating small ball. They all quickly realize that if they peck at the ball that it will break up thin ice or it will move and give them access to the unfrozen water under it. That may not work for extreme cold places, but just a thought in case it helps at all.
