Project GLO's that were started a while back..Probably 3 years ago..If I bred one of those older project birds would it improve blood or hurt it?

Do you mean if you bred one of the project birds to one of the newly imported GL lines?
I would suggest against it. Unless you've found a project line of GL Orps that has been hidden away and has been bred to near perfection I wouldn't bring those birds within a hundred feet of the imported GL. One of the biggest concerns would be the project lines carrying yellow skin due to their Wyandotte parentage. Yellow skin is a recessive trait and can haunt you for generations without even knowing it... then you breed 2 birds together who are unknowingly each carrying a copy of the gene and pop! Out comes a yellow skinned "Orp" that totally washes your outcross down the drain.
That and the type I've seen (not meaning to bash your birds, just going off the pictures I've seen of project GL) is absolutely horrendous. Breeding them to imported birds wouldn't do anything for the type of the birds.
If your only concern is getting new blood into your line for biodiversity I would suggest outcrossing to BBS. You wouldn't have perfectly colored Gold Laced offspring for a few generations but in the long run it would be a much better venture.
ETA: There are now (that I personally know of) 3 unrelated lines of imported GL in the US, you could easily work with those 3 lines for many generations without having to worry about inbreeding issues.
