The bird in the bottom picture is a cockerel. Ten months is quite a long time to wait for a pullet to lay, but its certainly not unknown. In fact, just this morning, another BYC member told me that her EE pullet did not begin laying until she was 16 months old. Assuming you are feeding proprietary feed (so you are sure that nutritionally, they are fine) and you are certain that she is not laying outdoors, and she seems healthy, then I'm not sure there's much you can do.
