You could do both... par boil and then finish cooking in the sauce. Dough will soak up some of the liquid in the sauce.

I think so it's bin awhile. I usually boil, then bake. I use cheese sauce, sour cream, salsa. Then let kiddo decide what she wants to put on them. Normally all the above.
