Yes, but the difficulty is determining what exactly comprises a service animal. My former crazy neighbor lady said she could not go anywhere without her dog, so she bought a vest for the dog that said "service animal." The dog had no training what so ever and was a snappy beast. I think there should be certain standards for what can be called a service animal and be eligible for privileges.Not service animals.
