He is such a screw up! I think i will set a deadline, then after that i do it right myself.

I think that deadline was before he started.

Someone else already paid the guy for most of the job!

Does "someone else" not understand the "don't pay until it is done?" thing? Yeah there are often partials, like deposit then more as progress is made. But given the quality of work that was done, the guy didn't deserve even the first "post deposit" payment.
