Yes! Warmest is gets is about 65, but that's rare. Mostly water temps are in the 50s. Hypothermia happens quick. Also there are strong rip currents and undertows... very dangerous along the coast here.
The cold water is good for fisheries because it causes upwelling of nutrients from the deep water to the surface which is the food source for all sorts of little critters that are eaten by bigger critters who get eaten by even bigger critters and so on, until it lands on your plate! Some of the richest waters in the world are in the Pacific northwest.

might depend on HOW long you can pee while in the water.

Hu , so Ca. coast lines are for fishing not swimming. Who would of thought. I guess thats why peeps go to fl for swimming vaca.
