If I wanted them on a farm I'd have them and maybe then sell them to tick off a bureaucrat.

I'm sure there's more to it than just some bored bureaucrat saying, "you know what, we don't like these ducks for no good reason so we are going to outlaw them." There must be a good reason and I'd like to know what it is. Are they an invasive species? Do they crowd out other nattive species? There must be something. Hang on, going to google.
