haha! I heard a few real Canadians (as opposed to Americans pretending to be Canadians) say oot. It sounds like a Scottish accent. MIL has relatives in Montreal... they speak English and Chinese! I thought since both languages are official languages, it might be required to learn both or that public schools were bilingual.No. That's an exaggeration of the Canadian vowel shift that Americans love to make fun of us for.

It's mainly Quebec that speaks it. Outside of Montreal, you'll be hard pressed to find someone that speaks English.
