yes thats how it is but with his diabetes and the foot pain I wouldnt feel comfortable giving him electric

How about an oil filled radiator heater for his room? They work great and are safe. Auto shut off if they are tipped over. Sometimes you can get them on sale for $45 (but that's usually in the spring!). Usually $60-80. The savings in being able to turn down the furnace will offset the cost.
