Not crazy at all -- that sounds like very sound reasoning and planning. You and your birds will be so much happier with the extra layers in place!
When we were looking at this house only half the back length was fenced with cedar privacy fence - there is chain link that runs the entire length that actually belongs to the apartments behind us and the privacy fence went fully along both sides so the area was contained but with a good length of it in just the chain link. I decided then and there that if we moved in the privacy fence WOULD be finished because I don't want anyone poking fingers (or anything else) through the fence at my dog *or* the dogs on the other side of the fence in each of the apartment sections to see our dog/us and charge the fence (as we saw them do while we were just here looking)/have the people looking through at us. I asked LL if it would be okay if we finished the fence, they said of course - and then when we came back to sign papers a few days later the fence was already done (did I mention lately I really, really love our LL)

Oh yeah and our neighbor is pretty cool with things. We have the fence for the chicken run currently not going all the way to our common fence - and I said it's cause I don't want my chickens being dumb and your dogs being dogs....(he was actually helping my hubs do some fencing)
So many people here have the "oh a dog in a yard/horse or llama in pasture MUST PET...
No. Just...don't. Ugh.
