Yes, could be. If it helps at aall, I went to heroic measures to save a tiny in one litter. She never would nurse, I tube fed her until she could lap milk. She was always tiny, I did testing and could find nothing wrong.
Finally at 18 months we had her spayed, during the spay the vet checked her kidneys, because she kept getting UTI S. Her kidneys were full of cysts. She had poly cystic kidneys. We put her to sleep on the operating table. Very sad day.
