I haven't seen any problem just cutting it. Usually I can do it with my fingers and there's no blood. I would imagine if the chick were early it could be a problem but that's when you see extra yolk sacs attached and you wouldn't want to break connections then. When they get to the point they are running around with yolk absorbed the string that connected them is already drying up and ready to fall anyway.

I had one do that with my last hatch and it just fell off after a couple hours of it hopping around and was fine !
