You can buy them on line: google "sprouting seeds for sale". When you google "sprouting seeds", you can get some ideas for sprouting containers you can make or buy, and also get an idea what kinds of seeds are safe to sprout. You can buy seeds at your local health food store. You might be able to sprout whole lentils that you buy at the grocery store. I may try growing broccoli to set seeds next summer. Given the amount of flowers produced on a single head of broccoli, they should be prolific producers.

Try microgreens. They are grown like sprouts but harvested after the first true leaves open.
 
broccoli, well all brassicas(cauliflowers), in my experience do better in soil that's been compacted. i use a bottom of a bucket to depress the soil after i till in compost, food waste or worm castings etc. if soil is compacted down the "heads" or florets or whatever they are called tend to be tighter. if soil is loose plants will be spindly and the heads will be loose and unfirm. this depression in soil also is good for collecting water so if you have poor drainage raise your beds. however broccoli leaves can also be cooked like a pot of greens. de-lish and also nutritious and you can also add in the pot the stems that aren't to tough to cook soft. i recommend growing broccoli to full maturity. also depending on the weather if you clip off the head and leave plant rooted more heads grow. i grow broccoli in fall and spring. i am in east Texas about 2.5 hours drive time north from the coast. i dont know "zones" sorry.
i don't know where you can find seeds without fungicide or pesticides on them. i remember my grandmother used to sprout some of her gardens yield and can it. she sprouted hers in the kitchen on cookie sheets lined with moist paper towels.
