Anyone know a hatchery that has fairly low minimum bobwhite orders? The one closest to me has a minimum order of 100, and I've found others that are 50. Do you know one that ships 20 or 25, or even less?

You might be better off getting a small incubator. You can find hatching eggs all over the place. Chicks? Not so much.

The reason the minimum order is 100 is because there needs to be enough of them to keep warm. For chickens the most common minimum is 25.
