That's a cosplayer who is undoubtedly at a convention. A lot of cosplayers have amazing costumes that would win any (non-rigged) Halloween costume contests. The problem is, Halloween can get dangerous for a costume with people wanting to touch them, or punks deciding to tear them apart, and spilling food and drinks. A lot of care goes into handmade costumes, so many people are hesitant to take them out on a night notorious for mischief.
Some cosplayers do reuse their costumes (as a few here have said) and others are more content with a store bought costume and not having people ask 'What are you supposed to be?'
I'm into Halloween more than any other holiday. It's better than Christmas for me.
Usually no snow, costumes, scaring teens and adults in haunted houses (small kids are either too dazed to be scared or are left alone) and of course all the tasty candies. Especially Reese's.
I have a zombie costume to work on for a local Zombie walk, and I have to finish my costume for the haunted house my family puts up. It's my last year being a full participant (I've moved away) so I'm gonna do what I can to live it up! I'm not a scare-actor this year, we get such a line up we need some people to walk the crowds to keep them entertained, so that's that I'm going to do.
