Sounds like something some idiot with bad hand writing came up with.
My brain is always going faster then my hands as I would think most people's does.

Here's my chicken scratch.

I'm told it's mostly illegible, but I think that has more to do with the fact that when someone watches me write, I end up shaking
When I start writing something it always looks slightly neat, but the more I go on the sloppier it gets. Especially since I am about as good as Dory at remembering things. I write extremely rapidly, mostly just to jot it down before I forget.
My writing is always changing, even just from a few years ago a lot of my letters are different.

My print is not bad, unless I'm writing fast. My cursive is always gets kind of swoopy when I write it quickly, which can make it hard to read sometimes.

Top is my nice print, middle is cursive which I’m out of practice with and the bottom is chicken scratch which often includes misspellings seen here.

This is on nice paper with a good pen though. My chicken scratch in pencil or cheap pen is often illegible even to me. Which is why I buy nice pens
