I know this thread isn't as active but has anyone heard of any changes. I would be really interested in trying to help change the current law. I don't know where to start but let's try to get something going if there isn't one already, because the current regulations are so ridiculous. If there is some type of movement towards changing these laws let me know so I can join!

Any new info on this? We are looking to move from Baltimore City to Harford County and will need to know the rules.

I emailed zoning this week ([email protected]) and got this response. My email was broader than just chickens but her response stands alone. Hope it helps others!

The Zoning Code requires 2 acres for livestock - generally accepted outdoor farm animals (i.e., cows, goats, barnyard fowl (such as chickens, roosters, ducks, etc.), pigs, etc.). The acreage requirement does not pertain to horses as long as a setbacks can be maintained.
There is not a limit on the number of farm animals on property 2 acres or more; however, zoning certificates/permits may be required for structures such as barns, coops, fences, runs, etc. Setbacks are also required.
On residential property, 5 domestic animals such as cats, dogs, etc. over 6 months old are permitted.

We like to advise citizens to check with our office regarding specific properties to ensure there are no environmental constraints, easements, setback concerns, etc that may preclude the use of the specific property as intended.

If your property is within the incorporated city limits of Bel Air, Havre de Grace or Aberdeen, you will have to check with their Planning and Zoning office.
