My god, that is horrendous. Poor thing. 
My first instinct was to suggest humanely euthanizing for sure. I know if it were my duck I would certainly take it to the vet right away and get their expert opinion first, to be sure. It really depends on the demeanor of the duck and how severe those injuries are to the eyes and possibly even brain? That looks pretty horrific to me, though. I really think the most humane thing to do would be to euthanize. I am so very sorry this happened to your duck. :/
