Hatched chick at 4:30am today

When do I put in brooder area? When is food and water necessary?
Still no activity on other eggs.

As soon as dry. Usually they're dry enough after an hour and can go into the brooder to fluff up.
Best to put this one in before the others start pipping, that way you can keep the humidity stable for them
 
I like that you have cloth instead of chips! Sometimes in the start a heat plate is not enough, keep hand warmers covered in a cloth incase they get chilled. I keep handwarmers about anytime there is hatching chicks. Be sure to keep the room light on all the time so they can find food anytime. And if you only have one chick hand mirrors are great.

In brooder chirping a lot… more quiet and resting in incubator
Looks like it's still very wet, give it until it begins to fluff up
that was this morning..this is presently. trying to upload video.. won’t let me…

Was chirping lots.. it moved to lower end of brooder, which is on brooder setting..it doesn’t seem interested in eating..I made a mush of warm water and non medicated chick feed.should I try with a syringe or is this normal for newly hatched…

Not being interested in eating is completely normal at this stage, you can encourage interest by tapping at the food with your finger- and encourage drinking by dipping the very tip of the beak in the water (obviously dont get water too near his nostrils).

But for now he should be fine. He'll start getting hungry in a day or so.
You may need to show him how to go under the heat plate, and ensure its the correct height for him. Otherwise he may chirp for warmth. He may also chirp for you! It's likely this little one will imprint on you and cry for you to be near. Once he's got some friends in with him he'll settle more.
For now a little mirror or Teddy will help with loneliness. Just ensure its secure and won't fall on him.

Before they hatch chicks absorb the yolk. Thay can live for over 72 hours on that yolk, that's why they can be mailed. A healthy chick does not need to eat or drink for over 72 hours after hatch. Not all eggs hatch at exactly the same time, as you have seen. This 72 hours is nature's way of allowing the chicks that hatch first to wait for the later chicks to hatch before the broody hen has to take them off of the nest to look for food and water. It doesn't hurt the chicks to eat or drink earlier, but they don't have to.

To answer your specific question, it is normal that chicks that have just hatched don't eat or drink immediately though they almost certainly will before the 72 hours are up if food and water is available.

Similarly, you do not have to remove a chick form the incubator as soon as you can. I don't, I leave mine in the incubator until the hatch is over unless I have an emergency. Sometimes my hatches are over within 16 hours of the first one hatching, whether in an incubator or with a broody hen. I've had hatches with a broody hen and in the incubator go over 48 hours. Each one is different.
