Is the selenium hard pills? I can't quite tell. If so I'd just shave off some little pieces and stick one in her mouth periodically. I'd probably wait on the b complex to let the other ones work.

My birds, which is the odd thing, I feed them layer pellets and none seem unhealthy

Huh, I don't know then. I've only seen it in two unusually small hatchery bred chicks.

Ok, she seems to freak out a bit when I give her things via syringe, is that normal? She’s also kind of shivery and twitches occasionally

In case it’s relevant she’s a bantam

I'd just give a whole vitamin E gel capsule and then give half of one every half hour after that. And see if she'll drink some warm water with a sprinkle of the selenium powder in it. If not just focus on the E for now.

Is that how you're giving the vitamin E? I usually just poke a hole in one end of the gel capsule and force her mouth open, then squeeze some out into her mouth. She might tolerate that better than a syringe stuck down her throat.
I'd say it's normal, they usually don't like it much.
Is she warm enough? I'd be tempted to keep her in the incubator while she's recovering to keep her body temp steady.

I’m not putting out down her throat just putting one droplet at a time on her beak
She seems pretty content, apart from when I try feed her

I fed her a little chick starter mashed with water
When I put it on her beak she does drink it but if you think that’s better I’ll try it
