Hatching eggs

We moved in to a new house that has a chicken running loose. She later 5 eggs but it's been more than 21days. Why haven't these eggs hatched

Welcome to the flock of BYC! How do you know that they were fertile?

The previous poster has a good point. They may not be fertile or may be too old. Or maybe she gets off the nest a lot and they are behind.
