Hawk problem

I am in central Illinois and have a red tail hawk stalking my quail. I have a very sturdy 16x10 ft run with a sunk in apron and about 15 quail. I noticed a very drastic drop off in egg production and the birds started to look stressed and slim. Plus quail kept popping over the thigh high fenced area in front of the door (put there to keep them from running out when I clean and feed). They usually only end up cornered there when they are frighted or have been fighting. I was watching the run this past week and there is a red tailed hawk that sits outside the run and harasses my birds. He walks around on the ground stalking my birds, and then will also sit in the apple tree about 20 ft away. I have tried hanging CDs, pie pans, inflatable owls, squirting him with the hose, but my birds are terrified to even come out to eat. I have 1 egg a week when I was previously getting about 12-15 a day. I know the hawk cannot access the quail, but can I shoot him for harassing and ending my egg production? I see mixed info about whether farmers can shoot red tail that hurt their livestock. Does the hawk have to directly kill them for it to be legal? The poor things aren't eating. On the plus side, I think he's eaten most of the bunnies under the porch while he's been in lurking in my apple tree dreaming of a quail dinner . . .
 
Maybe a shot across the "bow" sorta speak?
I tried using Eagle calls to frighten Red Tails.
It seems to work,for now.

How long has this been going on? Eventually it will quit, if it never gets a meal. Predators have to eat and can't waste too much time trying to get a meal that never comes. Every day this hawk goes hungry, he is losing weight.

I realize your birds are terrified, can you hang some temporary tarps over the sides so the hawk can't see in? Also some fake or real foliage for the quail to hide under will help greatly. They can hide out of sight and will give them security. (I used to use both cut limbs and fake christmas trees in my quail avaries) Shooting the hawk would be a last resort thing if nothing else works.
 
I was tempted to use a slingshot cause I have terrible distance so I really doubt I could do him any damage. He's been getting fat on our bunnies so I think that's why he's not hungry enough to move on. Most of the things I've tried also scare the bejesus out of the quail too (piepans, CDs). They have half the run full of 3 ft tall grass that they hide in, but I may try placing branches around the outside of the run to make them feel safer. I'll have to get some artificial lighting if I do the tarps. And out here it is so windy, tarps don't last long. But, hopefully I just have to wait him out until the bunny supply dwindles.
 
It is a Federal offense to shoot at Hawks. Fines and jail time. Even bottle rockets or ping pong balls.
Uncle Sam takes this law very seriously.
I have the same problem but just live with it. It is what it is.
 
Even sheets hung as blinds will work. And you can take them down at night. Just a temporary deterant till the bunny fat wears off. ;)

Hawks can see right through grass. You might consider some sort of brush pile in your run. Keep the feed and water at the edge of the brush. Quail love brush, in the wild they linger all day under them for protection. My quail were so calm milling around under it, and they can hide and feel more at ease even with the lurking hawk.
 
You can apply for a permit. I have never heard from anyone that was granted. A local Federal Officer recommended to me.. Garden mesh overhead. That is what she uses. She purchased it from Lowes I believe.

You are allowed to dispatch coons, cyotes, possoms, foxes on your property but NEVER launch at Hawks or Eagles or Owls. Unless you have the time to pay for the crime she quoted to me.
Sorry about your problem. Like I said, I have it too. They will move on eventually.
