No, I really wasn't kidding, just quietly do whatever it takes to protect your flock and keep it to yourself.
You can verify what's allowed if you are friends with local game wardens. Each state handles these instances differently, and some states even vary by county and individual circumstances (enforcement discretion). Expect attention if you shoot anything that looks like it might, possibly, if you squint your eyes, be a federally protected raptor within 50 miles of Travis County.
 
Most of us wouldn't harm anything that doesn't pose a threat to our flock much less a protected aerial predator. Most people accept that free ranging comes with certain risks.
