hawks everywhere!

What I know about them:

1) Definately not turkey vultures.

2) Heads do not look like black vultures although we do have those here.

3) They fly in large groups in the evening. (I stopped counting at 16)

4) Break into smaller groups during the day. (2-4)

5) Work together.

6) Kill chickens and chase the neighborhood Cooper's hawk. (These are what I caught cornering a small dog in my yard.)

7) Fly very high and very low when hunting. They will fly just above us while we are outside.

Any ideas what they are?
